Emma Reeve

Emma Reeve is the founder of EMLR Consulting Ltd, a social care operational consultancy, and a specialist in care safety and high-harm risk with over 20 years in adult social care. She advises care providers, commissioners and investors on operating safely, meeting regulatory standards, and evidencing that serious risks are genuinely controlled in practice, not just recorded on paper. In July 2026 she co-launched national guidance at Parliament, The Good Practice Guide: Preventing Choking Deaths Among People with Learning Disabilities, alongside Care England, the CQC and Gregory Stafford MP. A C-CAF accredited consultant and trustee of The Sunnybank Trust, Emma also brings lived experience, her brother has a learning disability and autism.
